摘要:
依据《化工园区安全风险排查治理导则(试行)》(应急〔2019〕78号),对3家化工园区进行现场调研及安全风险评分,并构建安全风险评估指标体系。再运用层次分析法分析各因素权重,选用模糊数学综合评价法和云模型评价法进行评价。云模型评价结果与现场检查评分结果的平均相对误差为0.596%,模糊数学综合评价法平均相对误差为0.608%。云模型评价法对评估指标体系各个因素进行评价并绘制成云图,评价结果综合性、可视化强,适用于不同建设阶段的化工园区安全风险评估。
Abstract:
The on-site investigation of three chemical industry parks was conducted and their safety risks were scored, and the safety risks assessment index system was built based on the "Guidelines for Safety Risk Investigation and Goverance in Chemical Industry Park". The weights of each factor were analyzed using the analytic hierarchy process. The fuzzy comprehensive and the cloud model evaluation methods were selected for assessment. Compared with the on-site assessment, the results of average relative error of the above two methods are 0.596% and 0.608%, respectively. With the cloud model evaluation method, all factors of the assessment index system are evaluated and cloud map is obtained, which makes the evaluation results more comprehensive and visible. The proposed method is suggested for the application in the safety risk assessment of chemical industry parks at different building stages.
